The latter part of the 1920s is the transition period of American Physics，and the operation mode of the center of theoretical physics of University of Michigan has become a typical case in the history of physics construction.This paper summarizes and analyzes the case，hopes to have a beneficial enlightenment to the construction of our country's current physics research team and the workshop of physics.
