Abstract: The issue of phases in quantum mechanics plays a vital role in condensed matter physics in recent years, such as Aharonov-Bohm effect and Aharonov-Caser effect,as well as Berry phase. Here,we propose the counterpart of Aharonov-Caser effect can be realized in a system with a motion of electric dipole based on the electric-magnetic duality. In addition,we also propose the emergence of quantum phases stems from generalized velocity dependent potential. Thus, our findings should provide an avenue to design the models to realize the exotic quantum phases in future.
