Abstract: When measuring the time for uniform moving a fixed distance, the accelerated access needs not be considered. There is a measuring order that firstly time, then equilibrium voltage. If the oil drop does not move within 15 s in general, the voltage on the apparatus should be the equilibrium voltage.
