Abstract: How was the formula of Lorentz force produced in 1892 when electron had not been discovered and no any evidence had been given？ After recalling the argument between action with distance and action without distance as well as the argument of ＂what electricity was＂ in the history of electromagnetics, we point out that the formula of Lorentz force is the product of combination the electromagnetic field with ＂electricity is charged particle＂. Any magnetic force is the one of magnetic field acting on a moving charged particle, i. e. , the Lorentz force.
